Jammu and Kashmir recorded 3,716 cases of crimes against women in 2022, according to data shared by the Government of India. While this is slightly lower than the 3,937 cases reported in 2021, the numbers remain concerning, with many cases involving sexual violence and domestic abuse.
In response to a question in Parliament, Minister of State for Home Affairs, Bandi Sanjay Kumar, stated that despite a high number of arrests, convictions in such cases remain disappointingly low.
Arrests vs. Convictions
In 2022, a total of 6,309 people were arrested for crimes against women in J&K. However, only 155 were convicted. The conviction rate is alarmingly low, with just 68 cases leading to convictions while 922 resulted in acquittals. This gap raises serious concerns about the effectiveness of the justice system in ensuring punishment for offenders.
Crimes Against Women in Ladakh
In contrast, Ladakh reported only 15 cases of crimes against women in 2022. However, like J&K, the conviction rate remains very low—just one conviction was recorded, while three cases ended in acquittals. Experts believe that many incidents in Ladakh go unreported due to social stigma and lack of awareness, making the official figures less reflective of the actual situation.
Growing Cases of Domestic Cruelty
One of the biggest concerns in J&K is domestic violence, particularly cruelty by husbands and their families under Section 498A of the Indian Penal Code. Many victims struggle to get justice due to social pressures and long legal battles, making it difficult to hold perpetrators accountable.
The Bigger Picture
Even though arrests are being made, the low conviction rate highlights serious flaws in the legal system. Victims often face delays in getting justice, and many cases end without any punishment for the accused. Experts stress the need for stronger legal enforcement and social awareness to ensure women’s safety in the region.
While the numbers may fluctuate slightly each year, the issue remains urgent. Authorities and society must work together to create a safer environment for women in J&K and Ladakh.
